Bibionidae or not?

I have problems with this fly. It looks like a Bibionidae, but the swelling of the front legs is in a strange position. In Bibio it usually is much higher. Anyone any ideas as to the identity of this fly?

I live in Holland on poor sandy soil near mixed woodlands. The picture was taken on May 4th. Thank you very much.

It is Empididae. Hilara sp., I think.

Ah, thank you both very much indeed. I have been looking in the wrong family! Must admit I never even considered the Empididae. Now I can give it a good place at my site.
