 diptera with very slim waist => Baccha elongata

Hi, never seen before, a diptera, a fly, and with its look through wings clearly to see a long and small waist. I know this only from wasp and some bees. Also nice the 3 white doted spots and the rainbow parts on its thorax. Who might help me to ID? Thank you very much. a bit larger head and thorax detail, length all over about 10mm(?), and only 2 not 3 white doted spots.
