This is an Anthomyiid or Muscid (possibly within Coenosiinae) female. I am inclined to say that this is a Muscid. A slightly better picture on the wing might help resolve this issue. Do you have a lateral view? This fly is the typical Anthomyiid/Muscid with no eyestriking characteristics, so I do not think too many people would hazard to risk to name it to genus level.
