I'm a bit confused, it looks like a wasp (the yellow and black stripes) but the face has more features of a bee?
Or is it a wasp-mimic bee? Because of the length of the antenna I don't think it's a fly and when I zoom in really close to the wings I can see two pairs of wings, the hindwing being almost halve the size of the front wing.

The photo is a really tight crop of the original file. Taken in Thailand (Koh Samui)
