A possible tiphiid wasp?

Is this a tiphiid wasp? The other black wasps i identified as tiphiids are smaller and with a bigger head (when compared to the size of their body). This is almost 1 cm long.

Location: Cawston, Okanagan-Similkameen, BC, Canada
Habitat: Apple orchard surrounded by Artemisia tridentata scrubland
Date: 3. VII. 2009
