With too many detail not visible it is almost impossible to be certain but my guess is a species of Crumomyia, possibley C. nitida.

Paul, your ID (Crumomyia nitida (Meigen, 1830), female) was confirmed by Dr. Rohacek. He also writes, "Another common woodland species, living on wet places on rotten leaves and other woodland debris. One of the largest species of European Sphaeroceridae. Yet larger male can be easily identified according to robust hook on the base of hind femur. I identified it according to pruinosity of mesopleuron which is visible in your image".
