This is genus Nephrotoma, perhaps N. flavescens or N. submaculosa. Use the Catalogue of the Craneflies of the World (http://ccw.natura...) for a search. Name is "Nephrotoma", choose "Germany", and images "body part(s)". You get an illustrated list of species and see which characters are necessary for identification. The Catalogue is very helpful and herewith highly recommended!
Regards, Sundew
