Hello from Paris (France) ! This Diptera, at Cheval Blanc (in Luberon, France) is a Neomochtherus sp.. On the excellent Insect french forum Insectes.org, people think Neomochtherus schineri or Neomochtherus pallipe. And you ? Looks a lot like Neomochtherus pallipes. Usually that species has black stripes on the femora. According to Engel N. schineri has an entirely white beard (mystax) and the first segments of the antennae should be yellow or red.
