Sorry, but I was unable to take more detailed picture from it. Yet, I trust you will able to say something to me at least the genus.

What about Ceroxys spec.? (Ulidiidae).

I also thought later it is maybe an Ulidiidae rather than Tephritidae!

Yes, this is a quite common fly in early spring (and late autumn) in Hungary. You'll find quite a few images in my gallery.

Check if they are hortulana. There is one other common species in Hungary within the genus that looks like this one but has slightly different wing pattern.
