It's a female muscoid fly. Some critical characters are not visible, but I think it belongs to genus Pegomya (Anthomiidae). There are several species with predominantly yellow females and some of these are very common on flowers in various biotopes. Trying to identify flies from photographs is a tough challenge, and fun!
