Yes, I agree it is R splendens - look at that broad white band of dusting on the face. This is a good character for defining the species. R. splendens seems to be the commonest of the shiny metallic looking Chrysogastrini in the UK.

Also the 2 stripes of white dusting on the thorax give a clue. |
