Hi Ben,

I could be utterly wrong, in that case Theo will undoubtly correct me, but it looks to me as a species of Phasia, either P. barbifrons or P. pusilla. Both are easily separated by the width of the hairbands on the frons, along the eye-margin. Though in picture's it's hopeless! Phasia barbifrons though should be the commoner one of the two, even in Southern Limburg.

On the contrary, I totally agree with John!
I'm pretty sure it is Phasia barbifrons.
If you give the nice picture a very close look, there are suggestions of black dots on the parafrontalia. These represent the basis of hairs. Since these dots are lying in several rows, it cannot be pusilla.
But I agree, very difficult to see and even from my part not completely certain. But then again, the fly is only 3-4 mm. in length.
Ben, if you have collected the fly, we could take a serious look at it.
Otherwise, it will remain Phasia most likely barbifrons.
