It's a male Hybomitra, impossible to ID from a picture. Alas.
This one is consistent with bimaculata.

Thank you Theo. How do you separate Tabanus from Hybomitra? They look very similar.

When the eyes are hairy and have 2-3 bands, you'll have either Hybomitra or a Tabanus of the quatuournotatus-group. Last don't have large reddish sides of the abdomen, as a rule.
