Muscoidea, probably Fannia. I would wish the fly to be pictured at least as well as the personś skin around it. Still, Fannia are often undeterminable to species even in good pics. |

Muscoidea is a superfamily including the family Fanniidae. |

Another possibility is Egle (Anthomyiidae) - which has a projecting mouth margin (as do some Fannia), and is common in the Spring, feeding on Salix catkins.
