Hi Lorin, I think it's a Psyllopsis cf. - the very dark pattern on the wing's apex leads probably to fraxini. However it's difficult to exclude discrepans/distinguenda from Photo.

I read that P. discrepans has a weaker defined black apex, so I guess it comes down to fraxini vs distinguenda
