I would guess S. destillatorium. S. spirifex has black tegulae.
But I don't know the other species....

Yes, Sceliphron destillatorium almost sure.
S. spirifex has black tegulae and black basal piece of antennae (I don't know his name in English...)
S. caementarium has black gaster.
S. curvatum has a reddish colour in the abdomen and thorax.
I think that are no more Sceliphron species in Iberian peninsula. But I don't konow what species can be in Romania. So, is slightly possible that can be another species...

This wasp also has black "gaster". :S I think the expression "gaster" is more used for Formicidae.

What's the name of the slender piece that connect the metathorax with the abdomen?
P.D. Sphecidae are not Apoidea. Are Apiformes but Sphecoidea (I think).

Species ID is correct (belongs to the family Sphecidae s.str., and is a part of the Apoidea or Apiformes). Gaster is used for Apiformes too, and the slender part is 'petiole' or 'petiolus'. Its a part of gaster segment I.
There is one more Sceliphrion species in southern Europe: S. madraspatanum (=tubifex), but in Greece and Turkey occur still other species.
