Siphonaptera. Personally I can't see enough detail to enable identification, but red squirrel flea (Tarsopsylla octodecimdentata) might be a possibility.

Hystrichopsylla talpae (the Mole Flea) can be up to 6mm!

I believe it is a Tipula species, but I've never been entirely sure!
