This was collected in a saltmarsh area, Aveiro Portugal

Not Diptera. Hemiptera, Sternorrhyncha.

Also, no Diptera has those wing veins. Phoridae is most similar. Nothing else is close.

Thanks yes now I see it clearly, after hours looking at flies I was not expecting this one in my samples :-)
