It's an encyrtid wasp - probably Microterys nietneri

That's the ID I had but someone suggested it was not on the British list.

I believe there are a dozen species of Microterys on the British list, not including nietneri, but I don't have a key to separate them. It's worth pointing out that nietneri is sold as a biological control agent (against soft scale) in Holland, and has almost certainly been bought and released in this country, so it will be on the British list soon!

Interesting, maybe it came over with some plants for the more exotic plantation in the middle of Richmond Park.
