Appears so but it's a female thus Tolmerus cf. cingulatus.

T. cingulatus/cowini. As far as I know T. cowini hasn't yet been reported from Sweden whereas T. cingulatus has.

It is t. cingulatus. T cowini should have black femora with only a red ring just before the apex. This one has a red stripe over the length of the backside of femora.
