I'd say so, but in
THIS PICTURE the scutellum is entirely black. Intraspecific variation?

Indeed Euleia heraclei, and the differences in colouration can be even extremer, the entire body can be orange-brown.

Hi John,
i think in springtime the body is black and in summer orange-brown. Thank you for confirming Euleia heraclei.

Most summer specimens are orange-brown, but not all!

Me too say thankyou for the information. This fly, Euleia heraclei, is realy intresting! I had one in my garden (just outside Stockholm, Sweden) last week, and I couldn?t see what kind of insect it was, at the first glance!
Not so big, but with claws like a crayfish, and big antennas. After a while I saw the real head at the other end :o and then recognised it as a fly.
