This is the snail-killing fly or marsh fly,
Coremacera marginata (Sciomyzidae). You can find a picture in the gallery as well (
here).

Someone suggested coremacera tristis, but I can't compare because I can't find any images of this. I gather coremacera marginata is more common, so more likely or does coremacera tristis look entirely different?

If the picture was taken in the Netherlands, you can rest assured that it is
C. marginata.
