I found it
GPS: N: 47° 17.280' EO: 12° 50.307' Höhe: 803 m
date.: 2009/03/18
near Bruck, Salzburg, Austria.

Not Argidae, which has an unsegmented flagellum.

In North America I would say Dolerus, which is the common sawfly genus of early spring. Some species are associated with willow (Salix).
