Hemilea dimidiata (Costa 1844) is the valid name.
Fabricius only referred to Musca pulchella Rossi, and did not establish a new species; furthermore, he misidentified the Rossi's species (now in Pallopteridae); so, Fabricius name is unavailable in the terms of the Code.
