The length of this wasp did not reach 1 mm. I had found it on a blossom of quince. What is it? As far as I know the smallest individuals among the Hymenoptera are
Cynipidae and
Mymaridae.

True, but this one is neither a Cynipid nor Mymarid.
This is a braconid, so family Braconidae. It belongs in the subfamily Aphidiinae, which are parasitoids of Aphids!

i need this to kill all aphids that are attacking leaves of Prunus persica. :(

Kill it?? I will never kill any kinds of insects in my garden!! As you write me it is a very important aphid killer! Such thought had never entered my mind!
