This appears to be
Ilythea nebulosa.

The antennae seem to be totally reddish, femora black with yellow apices, tibiae and tarsi yellowish, wing venation: I think it fits the description of Ilythea carlestolrai Canzoneri,1993.

Comparison of the types of
nebulosa and
carlestolrai suggest they are synonymous. (Paper in prep.)
nebulosa is the correct name.
