The fly I took photo on a seasiede of Red Sea, south of Hurghada (40 km) in Egypt . It was burrowing many smalll hoels.

It is not a fly, but a wasp (Hymenoptera) :)

Bembicini, a "sand wasp". Expect to find parasitic Miltogramminae in the area.
