Almost certainly rhinophoridae - maybe
Paykullia maculata? Going by: the extremely long petiole; sharply angled vein m and the faint shading around the wing veins.

I think this is Stevenia, not Paykullia (Rhinophoridae).
Because of the locality I expect this to be Stevenia signata.

Liekele is quite right.
Stevenia is a very difficult genus, can't guess a species.
