Hello,

I made this picture a week ago in a forest near Heerlen.
The size of the fly was about 9 mm.

Hi Ben

Difficult to tell. Our earliest Tachinidae is Campylochaeta praecox and the wing venation is consistent with this species. Moreover, the tibiae are red as they should be. If this one was on the bark of a tree (or a fence), it's bound to be this species.

I found it sunbathing on a power pylon, which I visit when I am to lazy to look in the vegetation for insects.
