Looks like
Trupanea stellata (Fuessly, 1775), Tephritidae.
It's always good to get specimens checked though because closely similar species may not be separated on photographic evidence alone, especially in cases where important characters are not visible.
Trupanea is a large genus (200 species) although only 14 are in the Palaearctic. I think however, that this id is good .. anybody else got any ideas?
