A great photo but it deserves to be posted in a dedicated Hymenoptera forum, like HymIS, where you will get the real parasitica experts. :) The wing venation isn't visible so it might be difficult but the host is probably a good indicator of the genus at least.

Just had a reply back from Gavin Broad, one of the top ichneumonid specialists at the Natural History Museum in London:

Certainly is a lovely photo! I think it's Gelis areator. This is a polyphagous cryptine, attacking all sorts of pupae, case-bearing larvae that sort of thing, including psychids. There are some similar Gelis species but G. areator is the most likely.
