Photo taken in Sweden, Gotland in July.
The keys points me to Cheilosia velutina but would be happy if someone could comment or confirm if possible.

It is fair to say this is
Cheilosia cf velutina. You might be correct, but only with the specimen itself a watertight ID is possible.
