This is Adelphocoris lineolatus, the Lucerne plantbug (Miridae), which can be a major pest of lucerne and clover in some countries. Adults can also affect Compositae such as chrysanthemums. (Looks like it is sitting on one in this photo!)

Yes, the chrysanthemums are swarming with a many kinds of insects.
