Hello!
Today at -1 to -2 °C I found these two wingless 6 mm Limoniidae near a forest (northwest Germany), a male and a female (not at same place). Is it possible to tell more than
Chionea sp.? Until now I only found one female under a stone in November 2007 (now snow at that time). It's in the gallery, too.
All pictures and some other Diptera on snow:

Oosterbroek et al. did a very critical review recently and skipped several species.
Can't remember which magazine, try Google.
On distribution, Ch. belgica is an obvious guess.
