Hi Alaxandr (? Double A in Russia most probably means Alexandr Alexandrovich:D)
1. I think so, Lucillia.
2. Is it fresh photo or a spring one? (If you will indicate place, date and size, you will get more precise ID).

OK, Alexander.
Than spring. Than I think it is Protophormia terraenovae, Calliphoridae, russian name "pervovesennyaia mucha" = English - first spring fly.
