is this a Sphaerophoria scripta, female? Not? What else? Hagen, NRW, Germany, near beech forest, 150msm, August, 23rd 2010,

This is a Sphaerophoria indeed, however, females of this genus are very difficult to identify, certainly not from a picture.
Unfortunately the one in your picture is a female.
