mybe this is not diptera at all ? Body ~ 15 mm.

Nope, this is a Raphidioptera or a so called snakeflyb (although not a fly but its own order) It is a female (you can see the ovipositor)

As far as I can see they look all alike, so, Raphidia sp.
Unless some exper appears.
