Brazz is right in my opinion:
it is a Conops and I would not be surprised if it is C. flavipes.

this insect seems a Conops flavipes, but his femoras don't have the typical black ring ( as I saw in the net ). His femoras are blackish in the proximal portion and yellow-brown in the distal part..

I have problems with this being
Conops flavipes. Apart from the leg colour which Brazz mentions, the scutellum is all black, whereas it should have a yellow apex in
flavipes. Could this not be
Conops quadrifasciatus male, or another Italian species for which I don't have the keys? :)
Incidentally, I believe Gerrard's gallery pictures of
Conops quadrifasciatus male and female have been mislabelled.
