It is not Meigenia.
Pity we can't see the wing, but my guess is Exorista (rustica-group)
No sure, though

It proves I was partly right.
You can see a distinct fold coming out of the bend in vein M.
This is an indication of Exoristini (or several other possibilities).
However, Blondeliini like Meigenia are characterized by a very smooth bend in vein M (quite the opposite).
Moreover, the strong descending frontal bristles always suggest Exorista.
However, I see strong discal setae on tergites.
Therefore, it cannot be rustica.
So Exorista spec.
