From what I can make out it does not seem to be
Minettia, though most similar flies belong there. Perhaps it is
Pseudolyciella. I hope Andrey Ozerov can confirm the identity.

No Paul, no reason to hope at Andrey Ozerov. He never specialy knew Lauxaniidae, because he works altogether with Anatoliy Shatalkin, real Lauxaniidae expert.

Paul, I now realized that this genus is not listed at faunaeur.org. What was the previous name of this genus? Was it split of from Lyciella?

It was, they used to be the
Lyciella pallidiventris group. And
Lyciella now is
Meiosimyza, to make things more compliucated.
