My experience tel me that ID a Conopidae is absolutely impossible by photo. Much less with this blurry photo. But in that case there are a difference: J. Mota Almeida have the exemplar and can take photos of details.

Was caught in Plan, Pyrenees, Huesca, NE Spain, about 1200-1500 meters, in flowers of Mentha sp, in a rainy and cloudy day, some days ago.

Can be identified?

This looks like a male Conops strigatus. The black facial marking is just visible.

Wow! I never imagine that my worst conopid photo could be the only identified...
