This fly was photographed near Rockford IL USA on JUly 20.

Hello Bruce,
This must be
Delphinia picta of the family Ulidiidae (former Otitidae), as you wrote, the picture-winged flies. This is the only species in the genus. There are some pictures at Bugguide.net (url]http://bugguide.net/node/view/5919/bgimage[/url]) but most of these are paler in body colour. So, whether that is intraspecific variation or that maybe a closely resembliong species exists, I do not know.
