I think this is Anthomyiid, is it? Is possible say something more? 22.05.2008, size 3-4mm, town in northern Polland, on Thuja sp.

I think it is likely to be Coenosia sp (Muscidae).

1- male, 2-4 - female. Most probably Coenosia albicornis (=sexnotata).
