It seems to me that the anal vein doesn't reach the wing margin. So Muscidae?

It is a female Pegomya. Note no crossed interfrontals. Belongs to the vittigera Zetterstedt group. Has the scutum got a narrow brownish median stripe? This is a very difficullt group with many species in Fennoscandia. Perhaps it is doubtful that it is vittigera as I notice that the ocellar tubercle is dusted, not shining. I don't think it can be named to species from a photograph.
