It's an anthomyiid female. I'm not sure whether you'll get more than that. Rename the thread to include "anthomyiid" and you might get Mike Ackland's attention, but you may have to settle for family only.;)

Very difficult to put a name to these anthomyiid females without seeing the bristles clearly. If the arista is plumose it could be a Hylemya, which is a likely genus to be attracted to excreta, but the arista are not in focus
