Last year on early spring pool on water surface I found this fly:

Looks very much like yours to me. Mine was about 5mm. Yours?
I think that mine most probably Hydrophorus or something near. This year I'll do my best to find it and collect.

Well, I think the first will be a member of the Calpytrata, possible Muscidae (Lispe, Kahis?).
The second, under 'here' is definitely Dolichopodidae ('terrestrial'), whereas Nikita's link leads to another image of Dolichopodidae ('aquatic' this time).
