Yes, it is a Tabanidae for sure, I don't know what species.
There are other people who know more about that!

It is a female of Dasyrhamphis ater, a west-Mediterrean early spring species (i.e april - may, which is early in Tabanidae point of view).
You may recognize this species by the very large dorsal tooth on the third antennal segment.
Otherwise quite black and with dark wings, sometimes with abdominal tip silvery, like in this specimen.
