Unnormaly cold weather in Moscow, cheap tickets and few free days laed my to Egypt, Sinai, Dahab.
Voila, resalt of first couple days.
4-5 mm, on soil, only in one place. I hope strong spinec on C befor Sc help to ID?

This is not Tephritidae. Rather reminds me of Ephydridae but I am not familiar with this kind.

Yes, Paul, your idea was correct. Alas, my first idea (Tephritidae) was shamefully stupid:(
