Hi is this a Hydrotaea sp?
Can it be determined to species by these photos.?
Location: North-Norway 68degN Troms county.
Habitat: birch forrest and open clearings.

I suppose it is Thricops, which isn't surprise at 68N.
My best guess Th. innocuus, compare with https://diptera.info/photogallery.php?photo_id=6267
