I fail to identify this Tehritidae from Mongolia.For me it is close to
Noeeta, but there it stops. Is it possible to name to name it?

I need to see the scutellum (shining?).
If nothing uncommon, then
Xanthomyia (=Paracarphotricha)
alpestris Pokorny, apparently a root gallformer on Erigeron or Aster in subnival or alpine meadow zone
